It depends on why you are getting the card graded or buying it. If it's something for your PC then things get really subjective and you can pretty much do what you want, but for investment terms nothing beyond what you said in terms of supply/demand matters, really. The fewer cards that are graded of a particular card (esp cards that are already numbered to begin with), assuming it's an in-demand card, will absolutely push up the value, generally speaking.
